If you pull into a spot and the stall in front of it is empty, is it okay to pull forward and into the next one?

The requirement has already been removed from Nevada, Florida, California and Colorado tests.

I never could understand why someone feels it's OK to take TWO spots. It's one of the biggest pet peeves I have and it's done everywhere, all the time.
